Puppies are like babies......some sleep better than others! I would suggest when he wants to get up at 4:30 to just take him potty, no treats or toys or interaction except a good boy after he potties. Then take him back to bed or kennel and tell him to lay down, turn light off and ignore. If you encourage the behavior, then he will think it is time to get up & play. A blanket over the crate is a great que to let him know that he is still expected to go back to sleep! Good luck!
