In the USA and in Canada, we sell purebred dogs who are registered with the reputable registries, AKC in the USA and UKC, in Canada only one CKC.
We sell mainly on limited registration, that means yes you own the dog, but you are NOT entitled to breed this dog.
Why would you need permission? Beyond the legalities of it; I don't want my line bred with any tom dick or harry. I may have spent 3 decades developing a healthy lovely line of Yorkies; I do not want it decimated by indiscriminate breeders.
If you want to breed to the standard, you will need to understand that you will need to go to what is called a "show breeder". These are the breeders who are commited to breeding to the standard, to preserving the standard.
YOu will at the minimum need to cultivate a relationship with the breeder of the line you are interested in. YOu will need to pass some more than surface tests, and will need to learn learn learn. THen maybe one day they will allow you to own one stud - here you will show train, championship, health test et al. Finally after some years you just might be entrusted with a female to breed. And yes you will championship her, health test her, et al.
