Put a little t-shirt under the harness. She may not be able to get out of it then. You can cut a 3x2 inch Sherpa type sheep skin (lightweight) and sew 1/2 Velcro, top and side and under side, (shave 1/2 inch of the fleece off first) (lengthwise) to wrap on the harness that goes under their legs. This will take up the slack and also keep the harness from rubbing.
