Is sounds like the YTCA member owned the pup and just decided to sell him. I would not consider that a broker. Since I don't know all the circumstances then it is impossible for me to say if anything unethical was done. I am just glad the YT member loved her little guy.
Do you know if the YTCA member required proof of neutering before papers were turned over? Was that why there was a delay in getting the papers?
