In my view that seems like a good balance of testing. Every other year is probably fine until she is about 7yrs old for the blood testing. Unless there are some concerning indicators which does not appear to be for your pup.
Then you will need to read up on senior care, vaccinations for the senior dog et al.
And I am so glad you posted that at least some owners want to spend money on more than "the rudimentary vet care".
There are many more pre breeding tests, that I would not do for the pet dog that is healthy.
Awh your dog is a gal. So even with an early spay which is what I think you had, just a monthly (by you) palpation of her mammary's would be good. While the overwhelming majority of mammary tumours happen in un-spayed or late spayed females there is a very very small incidence of tumours in the early spayed female (prior to her first heat).
Other than that as you know as an experienced dog owner, abrupt changes in behaviour and or elimination is cause for a trip to the vet.
