I have a small (under 4 pounds when full grown) Yorkie and I live in Downtown TO. I didn't set out for for a tiny, I had pick of the litter and I fell in love with her. I can tell you this much, in your price range, no way you'll get a good yorkie in your size range.
I travelled to Essex county to get Sheila from a good show breeder and she was 1200. The don't charge a penny more if one happens to be small and would never use the term teacup, micro, etc. To be honest I wish Sheila was a bit bigger, but I love her to death anyway
