I think that they are often reopened, by new people who don't know how to start a new thread. They probably do a google or forum search and find a topic that interests them, and just start adding to it. I've been snookered in a few times, too, but when those old threads reappear, it always means that someone has added something new to the end, so maybe it's a good idea to check the end first...
