You would measure right behind the front legs. The plain and metallic harness are not lined and the leather will season a bit (like a good pair of leather shoes) so I would only go up if the measurement is between inches... (for example the dog measures 11 1/2 inch buy a 12 inch) or if you like to put the harness over clothing etc.
If you are looking at the corc or ost I add an inch for ease.
