I would go with a few 3/8" with the alligator clips. Then maybe a couple of the 5/8" that she can grow into. Personally, I think the bigger 5/8" bows look cute on a tiny puppy every now & then. If you get matching 3/8" ones, she can always wear them as pigtails when she's a little bigger
