Other members might have some better ideas but here's what I did:
Starting off I rang the bell as we went outside. Plus I used the same phrase "Go potty outside?" each time I rang the bell. After a while, when I figured she had learned to associate the bell with going out I encouraged her to ring it. I first had to lift her little paw to bat at it, she quickly picked up that batting at the bell with her paws meant she would get out to potty. She did go through a short phase though where she kept hitting the bell just to play with it and hear it jingle and I would still have to take her out just in case!
