It definitely looks like play to me. In the end, it looked like Luma was done but Rosie wasn't. When you notice this, I would just let Luma have some space... Whether it is on your lap where Rosie can't reach her or if you put Rosie in her expen. Puppies can be exhausting and Luma may not want to play as much as she wants to
