Leash him and train him to walk by your side - it will give you more control over this problem and a safer dog. A dog running off leash is a danger to himself and to others. Just use the loose leash method. Anytime the leash is loose he moves forward but if he pulls or crosses in front of you, you stop until the leash isn't being pulled anymore, at which time you go forward again. In time he'll learn what gets him going forward consistently is not pulling or crossing in front of you and he'll trot along beside you to keep moving forward.
