Retained baby teeth are a common problem in Yorkies and as stated above, they are commonly removed when you have the pup spayed/neutered, so you dont have to put the baby under twice. The anesthesias mentioned above, are what you want to be certain your vet is using....I do understand your concern, probably because of the tiny size of your baby. Pre op blood work and IV infusion before, during, and after the procedure will also help head off issues.
