This doesn't sound like just hypoglycemia. If it was just hypoglycemia he would be fine after given sugar and then food something else is wrong and I think tests do need to be run. Something is draining his sugar and if that problem can be found then it might could be fixed and he might survive. Don't let the breeder tell you it is hypoglycemia and preventable because something else is going on. I hope he makes it to the breeder and she gets him to the vet and gets some tests done. Some breeders wont waste there money and will just let them pass and I hope she doesn't do that every puppy is worth fighting for. Keeping him in my prayers.
