She already SAID that she knows the best thing is for the puppy to be taken to the vet, but it's not going to happen. Help her out with some constructive advice, or don't say anything at all.

Here is my 2 cents: Keep the puppy warm and hydrated. A little Nutrical is fine, but the puppy will have to have some equivalent of it's mother's milk, which contains the proper balance of protein, fat, vitamins, and minerals. Unfortunately, I don't know a good substitute because I'm not an expert in puppy pediatrics, and my heart bleeds for that puppy because people are not giving any practical advice. The name of this forum is Sick and Injured/Emergencies Talk, and it's sad that people are trolling this thread with snarky, self-righteous comments.

If it were me in this situation, I would plead with the relative to release the puppy into my care and take it to the 24 hour vet emergency clinic in my town, because like I said, I'm not an expert. Whatever happens, please let us know.
Let me repeat myself : I don't just post for the OP of a thread...I post for ANYONE who might be thinking of breeding. To not say GO TO A VET is ridiculous imho because it needs to be said in spite of the fact the OP does not want to hear it since she cannot force the hand of the family member who is breeding. She knows what is going on...and she knew what she would hear here....what do you expect from people on this forum? We are not vets!!!!!! This sounds like a dying puppy to me. It is heartbreaking that people can just keep doing this to these poor defenseless beings .. and you act like we are wrong for saying it? Bah!

It did not occur 1,000 years ago and it is not the first time it has happened. There are vets within how many miles you mentioned...they just won't spring for the money. I bet if they were dying they would find a way to get to a doctor. Yorkiemom1 DID give constructive advice....and YES, it included going to a vet!!!

The bottom line the puppy sounds like it will DIE if someone does not do something..for me to say "oh keep it warm and give it Nutrical" is going to KILL it imho. I don't find that constructive at all. Something is wrong..and my acting like it's not a bad thing is not doing anyone any good.
