Wow, it's got to be tough finding a good veterinary surgeon in Japan when you don't speak Japanese! I'm sure that many, if not most, vets in Japan speak English, so maybe you can get a recommendation from your vet? I also found a link to the Japanese Board of Veterinary Practitioners, but the links in English are not user-friendly. However, there is a list of veterinary practitioners who participated in one of their conferences. Maybe you can contact one of them who lives in a city close to you for a referral? There is also an email address contact at the bottom of the page. See the link below:
