Even Walmart should have a small pet carrier. Since your puppy is tiny, get the smallest one available--just big enough for her to lay out straight and turn around in. A schedule is good, too. And when you think she has to pee, keep her on the pad until she does and then praise and treat her. I use the puppy pads with scent attractant--you can get those at Walmart too.
