I think a neighbor or someone like that, gave them the dog TO KEEP, and now they're trying to SELL IT. They categorically refuse to tell me who it is - the whole thing seems fishy to me.

Sounds fishy to me too, I'll bet it was a breeder's dog and they don't want her to find out they are selling it.
