You can buy 3/8 in webbing here: Flat Nylon Webbing 3/8 Inch

Then buy ribbon of your choice and glue or sew it on the webbing.

I'd buy a cheap ($1) collar from WalMart for the hardware (use that as a pattern for where to put the hardware)
