I don't know the overall practices of the main population of Yorkie breeders. But what I advise my puppy buyers and any-one on here who cares to listen, is a health guarantee that requires the return of a puppy, is no health guarantee at all!
All breeders know that once an owner has bonded with a puppy and that can happen with-in 24 hrs nobody wants or should need to return the puppy. Instead breeders the good ones at least will offer both emotional, technical, and financial support. On the finances part depending upon the condition up to the purchase price of the Yorkie. Of course the medical condition(s) should be well documented and verifiable upon the breeders investigation.
The breeder can give you the option of returning the puppy to her/him, and then you can wait for a replacement puppy, if that is Your desire.
