I think it was a mixture of urine and saliva from her constant licking. It was in the crease all the way around the base of her girl part. I haven't seen her licking at all since we cleaned it.

Yes the girl parts are always cleaned as part of their grooming. I also use a baby wipe on them after they have gone potty.
