Well,
I don't and wouldn't allow my babies to do such a dangerous thing, so I wouldn't pretend to guess why anyone else would allow such a potentially tragic practice. The only logical reason I can think of right now for a dog to be running loose, dragging a leash, is if the dog got away from it's owner on a walk...in which case there should be a human running and hollering behind it.
