OMG I have the same neighbor! They let their chi mix male ( not neutered) run the streets all the time! I come home from work every day and seriously almost run his little butt over. My truck is so high, I can’t really see small dogs under me. It drives me crazy- then he runs amuck and pees on everyone’s yard! Drives me crazy!
