We have some awful weather in the UK, even when the season says summer lol. I was and still am persistent with mine and have found its worked, even in rain and snow I will stand in the garden with mine, using the toilet, pee, hurry up words that I used when they were puppies to encourage them to go, they work out in the end that the quicker they go the quicker they go back indoors, it was hard work at first but it work for us and we have no accidents in the house.
