Just some ideas:
1. Call some reputable breeders or yorkie clubs in your area and ask for vet referrals
2. Call several vet offices and see if you can find one where the vet actually owns a yorkie or other small breed dog
3. Interview and tour the office. Ask about vaccines, spaying/neutering. equipment, staffing (they should have plenty of staff to help during surgeries, etc.) Ask about anesthesia practices as well.
