I see that your pup is quite young, check that she is not stressed, or allergic to fleas/cleaners/detergents/lawn chemicals... Better she doesn't start a habit now- like thumbsucking or nailbiting are for people.
I have a WheatenTerrier that has immune problems that we think were set off by to close immunizations , a contact with pesticides and a bout with tainted dog kibble. She licks herself out of habit now, I'm sorry I didn't "cone" her when it first started.

Ziva's licking is different - more of a calming, getting ready to sleep process, not itching or licking herself until sore spots.
