Cooper looks like a Yorkie to me! Do you have the top 1/3 of his ear hair trimmed off, front and back? Sometimes the hair on the hair on their ears makes it hard for them to stand up? If you haven't, give it a try and let us know what happens. It may be that Cooper just has really cute floppy tipped ears! LOL I think he's adorable!!
