I agree with the law and the concept, but write the owner a ticket or a fine or set a date in court at which the owner has to present the current license if not done prior to the court date. I disagree with seizing the dog unless there are other issues present, such as poor care, malnutrition, too many animals on the property, etc. I think that a well cared for animal shouldn't be removed from the residence. Of course, I have just added about a gazillion exceptions, and I understand it is easier and cheaper to do all or nothing, as well as requiring less manpower. And if the animal is only removed when there is insufficient care, how do you decide to give it back, just because the license is now up to date. Hmmmm...maybe they do have the right idea...all or nothing. Ok, I have completely talked myself out of the argument I was presenting.
Just write a ticket for starters, then seize the animals if failure to comply. Period.
