I support the local dog warden trying to get people to behave responsibly and follow the laws regarding their pets. If they can't afford to get a vax and license for the dog, boy, they can't afford one! Poor dog is probably lacking other things it needs, too. But people have absolutely got to get dogs vaccinated and register that dog so that if it does get lost or bite someone, AC can properly follow-up and take the steps it must. And for public health purposes, the CDC does need a better handle on how many dogs and cats live within each community. Licensing is a great way to get a handle on that.
