Sounds pretty normal to me...this is still a little baby, and he is doing like all little babies....he is just learning what muscles control holding his urine, and releasing his urine. And just like a toddler, he is going to get busy playing and being a baby, and when he remembers what that feeling is that he is feeling, if he is not within eyesight of his pee pad, he is going to pee where he is. As he gets more control over his muscles and that impending "need to pee" feeling, he will get better at holding it and making it to his pee pad.
