One of our mini schnauzer's had spots like that and it turned out to be flea dander. Are there tiny black specks inside the bigger areas? If so, it's flea dander for sure. When was the last time you applied flea meds and what kind do you use? Just wondering but it is something you can think about.

To start, since you are strapped for cash right now, I would apply flea meds asap and leave on for 48 hours then bathe really well. Be sure to rub (really gently) the tummy area and those spots will go away after a few baths. If this doesn't help then I would head for the vet. Good luck and please let us know how things turn out.
