Oh my gosh how awful. I am so sorry for your children and of course for kitty. Personally I think if the neighbors KNEW their dog didn't like other animals, it was/is their responsibility to keep HIM confined. I wish I could offer some advice for your children, but I honestly can't think of anything that would help
