Leave water out all day. I disagree with trainers who recommend limiting water for potty training purposes. Yorkies are too small and can dehydrate quickly. They drink when they need to. I wouldn't risk not having them drink.
For potty training, focus more on limiting freedom to a small area where you can supervise or contain problems when you can't watch.
