Consistency is the rule of the day! Keep taking him outside at regular intervals. Praise him like crazy when he finally does go potty, and maybe a treat reward. Right now he's still too small to have full control of his bladder. And the outside world is so huge to a tiny little puppy. He may be timid at first, and then just want to explore and be distracted from the business at hand. I didn't even take Sam outside to potty until he was 5 months and all his shots had a chance to take effect. It's been a month, and he's pooped outside exactly ONCE! He goes out 3-4 times a day. 6am, 4pm, 6:30pm, and around 9pm before bed.
