Default Hand Shy

Pistol has a little sister now !! She is a Shih Tzu. Her name is Jazzy and she turned a year old in December. The problem we have is she is hand shy. She will lick your hand and let you get in a quick pet but, if you reach for her she will run away from you. That makes it really hard to pick her up. We think we know why. We got her from a good breeder I did all my research before we got her at thirteen weeks old. The only problem with the process was she has three young children. She said the puppies interacted with the children a lot. I saw this and she is awesome with my grandchildren. We think though the children chased her and grabbed at her to pick her up. Now this is causing a problem if there would be an emergency or any other reason I would need to pick her up quickly it would be impossible. We have started to feed her one of her meals from our hands daily and this she does with great caution. She does sit, and lay down on command. Just when you reach to pick her up she will run away. We approach her slowly and never grab for her, or chase her to pick her up. For her own safety I need to solve this problem. Does anyone have any other ideas that we can try ? If not I will speak with a trainer. Just thought I would start here with the real experts.
