Default Aggression issue

I have a 6.5 month male yorkie. His training is going well. Very smart little guy. I take him for constant walks in the park, and thru outdoor plazas and he does just fine around people. I live in a community area, and hes outdoor potty trained. But everytime I take him for his walk if he sees anyone walking around in our community area, he goes into rage mode. He has a blind rage that I can not curve at all. I have tried distance training, higher value treats, turning him around, using his clicker more and nothing. Just a few days ago one of my neighbors approached him and he started biting her pants. Just today as he was in his rage mode during his walk, i tried to turn him around and he snapped at me.

The little guy is really good indoors and like i said at dog parks, plazas and pet store. Hes a sweet heart, but in the community area he is a monster.

Does anyone have any suggestions that I wont find online. Should I get a dog whisperer or boarding school. The reason I am concern is that I am trying to get him therapy dog trained and possibly service dog trained since I am a wounded veteran.
