Also take him out when he first wakes up from naps, in the morning, etc. You want to take him when you know he'll have to go. The hard part is you gotta stay out until he does go. When he does, throw a party! Treats (I used small bits of cheese or leftover meat so that he'd really feel rewarded), excitement, praise (Good boy! You're the smartest dog in the whole world! You're my Angel!)!
If you can take a bit of his poop and put it in the general vicinity of where you want him to go, it might help. Dogs often stimulate themselves to defecate by smelling feces.
As the others have said, it does take TIME. Hang in there!
