It sounds like he might be doing it out of fright
Kind of attack first before you get to hurt me
If you can bring him around where there are lots of people
..... and whatever you do don't hold him when people are going to try and pet him
This will be viewed as a threat and he'll more likely bite
When people approach have them crouch and see if they can call him over to them rather than them looming over him
