This is wayyy to much control over the people. Im completely against this, Im an extremely responsible dog owner. I was fined $330 for not giving my dog the rabies vaccine on time because I was on vacation. I was literally 2 weeks late on it!! Im in Florida by the way, this is exactly the reason why most people don't register or vaccinate the dogs at all. Instead of having control over the people they are loosing control. How ignorant.
