When contents are stuck together, it's very likely at some point it did thaw and was refrozen. You can't be sure how long the food was in the danger zone. Remember, freezing doesn't harm bacteria, it just keeps it from growing and when you thaw the contents again, every bit of bacteria is alive and present and grows rapidly as it thaws. Like the others have said, take the product back when this happens, this will also encourage the store to try to catch the problem and rotate their inventory better.
