I don't use the food but it sounds like the bags are questionable. When it doubt, throw it out. I'm sorry but I think I'd return the product. You are feeding something raw, and that comes with risks, and I don't think it is prudent to increase those risks with food products that might already be impaired. I'm sorry I can't be of more help, but speaking generally, I would be concerned that the freezing or handling might have been compromised based on what you've said about the product.
