I would think they would grow as they got older, vet said that a 1 year old is comparable to a 12 year old, and in the next year they are considered about 21. The following years are about 3 years each. As more testosterone is produced the testicles probably get a little bigger until some point is reached. Concerning the size of the penis, most of it is shriveled up in their abdomen, until it becomes engorged, and I saw a YouTube of a Yorkies once and I still can't believe what I saw.
To the OP, if you are seeing the lumps, I think that means they have dropped. Humping actually helps the testicles to drop, Joey quit humping about a month after being fixed, but don't forget the adrenal glands makes some testosterone, and this varies greatly between dogs, even females make some testosterone through the adrenal glands.
