He is really too young to really get the hang of it. It may be confusing for him to be able to potty on pads in the x pen inside but not in his crate. I found the ones i trained on pee pads never got the hang of not going in the house if they felt like it. When I had other dogs I trained them to go outside only and they never went in the house ( once they were old enough to hold it when I was gone). I use to use (before pee pads became so popular) newspaper in the area they were confined to and trained them to go outside only. I found it took them to be about 7 months old before I could trust then with full run of the house when I was gone. But at about 4-5 months they were pretty good with just a few accidents. It takes a lot of patience but it is worth it. Good luck.
