Okay, so I enlarged the image in Photoshop, and got a better look. It's possible it's a juvenile Bald Eagle, which you have there too. Normally, they don't have that much white on the breast & belly. Could be a male, as it is on the smaller side. It does have a "heavy-bodied" appearance that eagles show. Just can't really tell the head & beak shape from the pic.
