Is this in Anchorage where you live? It looks to me like (from what I can tell from the photo) a possible female Rough-legged hawk. Dark lower belly, streaky breast, dark terminal band on the tail. Large, about the size of a red-tail (which that could be as well). Given the relative size to the raven, this is a large female. Roughlegs, as well as Redtails both have a fair number of plumage variations, to keep in mind.
Definitely not an eagle. The plumage is all wrong, and not big enough either. All falcons are much smaller, even the largest one, the Gyrfalcon isn't much bigger than a raven.
Rough-legged hawks are soaring hawks of the far north, tundra into the Arctic in spring/summer. They breed there. Gorgeous birds!
