An exercise pen is great for this, or a bathroom with a baby gate.
** FYI**

Carrots are a great idea, however they can be a choking hazard. He may bite off a piece too big and try to swallow.. I will advise you if you give him carrots is to watch him closely.

I have seen “teething” toys that you can buy for that reason, just like human baby teething toys. They actually look really similar. They have that substance in them where you can freeze them. Also they have “kongs” you can stick something yummy in the kong and freeze it, the puppy will chew on it to try to get the treat out!

Thankfully you have lots of options on the “teething” phase!
