My puppy Cupcake is 16 weeks and is puppy pad trained. As soon as I got him I started encouraging him to use the pad. I got a very nice pad holder from Amazon and placed it in the kitchen. The kitchen was gated off and when he was down I watched him every sec. When he looked like he was looking for a spot to relieve himself, I quickly put him on the pad. When he went I used a clicker (I have been working on clicker training, works great) and followed it with a treat and lots of praise. He caught on very quickly. In his pen he only has room for his bed and a pad. He uses it as well. Just be patient and consistent he will get it.
