Teddy does this outside and on the piddle pad occasionally. I think it is cute and quirky. He has a very keen nose and is always inspecting things.
I thought cats scratch in the litter to cover things. It's been a long time since I had a cat and mine went outdoors to potty, believe it or not, lol.
