I am a bow pro mom with my yorkie. Yes, you need the rubber band first, then the clips or bows with snaps. I make sure they slide into the rubber band so that they don't fall off when she shakes her head. As for the rubber band issue, my little gal never goes without a rubber band or her hair would be in her eyes so its important its not on tight. I take the hair I want for the ponytail, gather it up, tie it with a medium rubber band about three times holding it and keeping the band above the scalp a bit so its kind of loose. The key is to not have it so close to the scalp. This will bother them plus their hair may start to fall out from being so tight all the time. I then have room to place a bow clip or barrette.
