Your Chloe looks a lot like Mandie with her coloring. I have recently asked the same question. Mandie turned 1 year on the 12th and she still has a lot of grey/almost white underneath on her head.
Just last night, I saw some show dogs that looked like they STILL had some of the grey on their heads so our pups might never change. Only time will tell.
